The first National Civil Service Day was held on 21 April 2006 at Vigyan Bhawan, New Delhi. Since then, it has been celebrated every year.
This date is special because on 21 April 1947, Sardar Vallabhbhai Patel gave an inspiring speech to the first group of civil servants after India’s independence. He called them the “steel frame of India”, which means they are the strong support of the nation.

Charles Cornwallis is widely regarded as the Father of the Indian Civil Service. He was the Governor-General of India from 1786 to 1793 and played a key role in laying the foundation of a structured civil service in India. His reforms brought discipline, honesty, and structure to British India’s administrative system.
Cornwallis introduced rules for recruitment and salaries and ensured that civil servants maintained ethical standards. Though the national civil service was British in origin, it laid the base for the modern Indian civil service that exists today.

The Indian Civil Service Act 1861 was a very important law. It allowed Indians to try for civil service jobs. Before this, only British people could become top officers.
This Act started competitive exams for the civil service. But the exams were held in London, so it was still hard for many Indians to take part. Later, changes were made to hold exams in India too.
This Act helped more Indians become part of the National Civil Service, which made the system fairer and stronger.

The first country in the world to start a civil service was China. This happened around 200 BC during the Han dynasty.
In China, people were selected for government jobs by taking exams. These exams tested knowledge of Confucian books, ethics, and good behavior. This system was based on merit, meaning people were chosen because they were good at their work.
