Context: Abrogation of Article 370 has seen the success against terrorism in terms of the reduction in terrorist recruits.

Reasons behind High Terrorist Recruitment Rate in J&K

  •  Checking the recruitment of young boys: to terrorist organisations was often ignored. 
  • The process of terrorist recruitment: is not a very complex one. 
  • Difficulty in convincing and counselling: new young recruits for not joining terror outfits.
    • More than 80% of the new recruits belong to the age group 24 to 32,

Developments in J&K after Abrogation of Article 370

  • Reduction in Terrorist recruit: the difference of nearly 60 recruits from the terrorist killed in the previous year to the number of recruits in the present year.
    •  Terrorism in 2016, 2017, and 2018 was about the same as the number of terrorists killed the previous year. 
  • Rise in successful encounters: without causing any collateral damage.
    • As a result of actionable intelligence as well as clean execution by the security forces. 
  • Autonomy granted to officers with respect to more freedom: and space to implement their vision and check the rise in recruitments to terrorist ranks.
    •  By ensuring that adult protagonists have an informed and mature relationship with their future. 
  • Fall in the number of civilians pelting stones: on security forces during encounters. 
    • Fall in stone-pelting is directly proportional to the reduced number of criminal cases being filed and a decline in terrorist recruitment.
    • A large number of recruits since 2016 had been stone-pelters at some point.
