Context: The success of the groundbreaking National Education Policy will fully depend on its implementation.

Determinants of Effective Implementation

  • Increase in public expenditure (6% of GDP): this is going to be the most important determinant of the implementation. 
    • As the Kasturirangan Committee draft had wisely suggested, this increase in public expenditure may be effected over some time.
  • Stiff resistance from multiple quarters: because of its quest for transformative changes like 
    • Overhaul of regulation in higher education
    • Redesign of institutional architecture
    • Commitment to shut down the hundreds of teacher education institutions
    • Commitment to equalise the compensation of teachers across primary to secondary school
  • The quality of early actions: will determine the trajectory of the long-term impact of NEP in fields like:  
    • National Curricular Framework (NCF) must be a substantial improvement on the NCF of 2005.
    • The need for legislative and legal acumen for the establishment of the proposed Higher Education Commission of India (HECI). 
    • Need for a four-year degree course in multidisciplinary institutions.
  • Ensuring truly collective national endeavour: The Centre and the state governments, irrespective of their political affiliation should be fully engaged in NEPs implementation.
  • Maintaining the real spirit of the policy: in the form of ????
    • Deep commitment to education as a social-human process.
    • Importance of the culture of institutions and the system
    • The centrality of the teacher.
    • The clarity that quality follows equity and not vice versa. 
    • Empowerment and autonomy.
    • Unflinching commitment to public education.

Conclusion: Successful implementation of NEP 2020 will energise India’s quest to develop a just, humane and vibrant society.
